Veterans' Compensation Cost-of-Living Adjustment Act of 2019

Introduced February 13, 2019

AI-Generated Summary

Updated April 14, 2026 at 1:54 AM UTC

The Veterans' Compensation Cost‑of‑Living Adjustment Act of 2019 raises the monthly payments that veterans with service‑connected disabilities receive, as well as the dependency and indemnity compensation paid to surviving spouses and children. The increases take effect on December 1, 2019, and are set to match the percentage increase applied to Social Security benefits at the same time. The bill affects veterans, their families, and surviving dependents who receive these VA benefits.

Key Provisions

  • Effective December 1, 2019, the Secretary of Veterans Affairs must increase the amounts for wartime disability compensation, additional compensation for dependents, the clothing allowance, and dependency and indemnity compensation for surviving spouses and children.
  • Each increase must be the same percentage as the cost‑of‑living adjustment applied to Social Security benefits under Title II of the Social Security Act for the same date.
  • The Secretary may also make administrative adjustments to compensation rates for certain individuals covered by Public Law 85‑857 who are not receiving other VA compensation.
  • The new rates must be published in the Federal Register by the deadline set for the Social Security Act’s related publication requirements.
