The bill changes the federal law governing a parcel of land in Los Angeles so that, in addition to military uses, the property can be used to help homeless people. It sets up a process for California to request this new use and for federal agencies to approve and formally amend the property’s deed. The change would affect the specific property, the state of California, and homeless individuals who might receive services there.

Key Provisions

  • Amends Public Law 85‑236 to add "and for purposes of meeting the needs of the homeless" as an authorized use of the Los Angeles property.
  • Requires the State of California to submit an application to the General Services Administration (GSA) requesting the homeless‑assistance use.
  • Mandates that the GSA Administrator and the Secretary of Health and Human Services review the application and decide within 60 days whether the proposed use meets the homeless‑assistance definition.
  • If approved, the GSA must issue and record a deed modification that authorizes the homeless‑assistance use and may add terms to protect U.S. interests.
