The No Work, No Pay Act of 2019 would stop members of Congress from being paid for days when a federal government shutdown is in effect. It calculates the deduction by removing one day’s salary for each 24‑hour shutdown period that falls within a member’s pay cycle. The bill applies to all House and Senate members and requires Treasury assistance to implement the payroll changes.

Key Provisions

  • If a government shutdown occurs on any day of a member’s pay period, that member’s pay is reduced by one day’s salary for each 24‑hour shutdown day in that period.
  • The House Chief Administrative Officer (or designated staff) and the Senate Secretary (or designated staff) are responsible for making the pay adjustments.
  • The Treasury Secretary must help the congressional payroll offices carry out the deductions.
  • A shutdown is defined as a lapse in appropriations for any federal agency caused by not passing a regular appropriations bill or continuing resolution.
  • The rule applies to all members of Congress as defined by the Legislative Reorganization Act and takes effect starting with the 117th Congress and thereafter.
