The Developing the National Security Workforce Act directs the Defense Department to encourage contractors to run workforce‑training programs by offering investment incentives and by factoring those programs into contractors’ past‑performance ratings. It defines which training programs qualify and sets the rule to start applying to new contracts six months after enactment.

Key Provisions

  • The Secretary of Defense must create incentives for defense contractors that run qualified training programs to develop their workforce in line with DoD needs.
  • The DoD’s acquisition regulations must be updated so that a contractor’s past‑performance rating includes an assessment of the availability, quality, and effectiveness of any qualified training program it offers.
  • A “qualified training program” is defined to include programs eligible for funding under the Workforce Innovation and Opportunity Act, the Carl D. Perkins Career and Technical Education Act, the National Apprenticeship Act, or any other program the Secretary determines meets DoD workforce needs.
  • These rules apply to contracts awarded at least 180 days after the law takes effect.
