The bill changes the Servicemembers Civil Relief Act to protect the residency status of military spouses who register a business while moving with a service member on orders. It also directs the Department of Defense to help create interstate agreements that make it easier for military spouses to keep their professional licenses when they relocate, providing limited funding and requiring annual reporting.

Key Provisions

  • When a military spouse registers a business, the spouse cannot be considered to have lost or changed residence simply because they are temporarily away from a state due to the service member’s orders.
  • A military spouse may choose to use the same legal residence as the service member, regardless of when they were married.
  • The Secretary of Defense may enter a cooperative agreement with the Council of State Governments to fund the development of interstate compacts that recognize each other’s occupational licenses for military spouses.
  • Funding for any single compact is capped at $1 million.
  • The Secretary must submit an annual report to the Armed Services committees detailing any new or expanded interstate compacts.
  • The authority to fund and support these compacts expires on September 30, 2024.
