The Combating Terrorist Recruitment Act of 2019 directs the Department of Homeland Security to incorporate public testimonials from former violent extremists or their close contacts into its efforts to counter terrorist recruitment. The goal is to use these personal stories to undermine extremist propaganda, support community education, and improve coordination with other agencies and partners. The bill does not obligate DHS to obtain the testimonials directly from the individuals involved.

Key Provisions

  • The Secretary of Homeland Security must, when possible, use public statements from former violent extremists or their friends and family in DHS programs that aim to stop terrorist recruitment and messaging.
  • These testimonials can be used for counter‑messaging against terrorist propaganda and for community outreach and public education.
  • The Secretary must work with other federal agencies and, when feasible, with non‑governmental and international partners to find and use these testimonials.
  • The law does not require DHS to go out and collect the testimonials directly from former extremists or their associates.
