Incentivizing Medicaid Expansion Act of 2019

Introduced January 16, 2019

AI-Generated Summary

Updated April 14, 2026 at 12:36 AM UTC

The Incentivizing Medicaid Expansion Act of 2019 would change the federal Medicaid matching formula so that any state that chooses to expand Medicaid receives the same higher level of federal funding, no matter when the expansion occurs. By removing the current year‑specific limits, the bill aims to give states a consistent financial incentive to broaden coverage for newly eligible people.

Key Provisions

  • Amends Section 1905(y)(1) of the Social Security Act to replace references to specific calendar years (2014‑2020) with language that ties the increased federal matching assistance to the first three, fourth, fifth, sixth, seventh, and each subsequent 12‑month period a state provides Medicaid to newly eligible individuals.
  • Ensures that the higher matching rate applies continuously for any state that expands Medicaid, rather than only during the originally designated years.
  • Sets the effective date of these changes to be as if they were included in the original Affordable Care Act legislation.
