Cost Estimates Improvement Act

Introduced January 17, 2019

AI-Generated Summary

Updated April 14, 2026 at 12:34 AM UTC

The Cost Estimates Improvement Act would change the Congressional Budget Act of 1974 so that the Congressional Budget Office and the Joint Committee on Taxation must factor in the cost of servicing the public debt when they prepare budget estimates. It also requires those estimates to identify any federal agencies, programs, or initiatives that have overlapping or duplicate purposes, helping lawmakers see where government activities may be redundant.

Key Provisions

  • Mandates that CBO and JCT estimates include, to the extent practicable, the costs of servicing the public debt.
  • Requires those estimates to contain a list of federal agencies, programs, or initiatives with fragmented, overlapping, or duplicative goals or activities.
  • Updates the table of contents of the Congressional Budget Act to reflect the new Section 407 covering debt‑service costs and duplicative activities.
