The Public Health Workforce Loan Repayment Act of 2020 adds a new subpart to the Public Health Service Act that creates a loan‑repayment program for public‑health workers. It aims to fill staffing shortages in local, State and Tribal health agencies by offering to pay off qualifying student loans for eligible professionals who commit to work in those agencies. The program is funded through appropriations for fiscal years 2020‑2025.

Key Provisions

  • Creates a Public Health Workforce Loan Repayment Program run by HHS to attract and keep public‑health professionals in local, State and Tribal agencies.
  • Eligibility is limited to U.S. citizens who are either in their final year of a public‑health or health‑profession degree program and have a job offer, or who have graduated in the past 10 years and are employed (or have a job offer) by an eligible agency; they must not have already received a similar federal loan‑repayment benefit.
  • Participants sign a contract agreeing to serve full‑time in an eligible agency for at least three years (or longer if agreed), with possible extra incentives for relocating to priority areas.
  • HHS will repay the participant’s eligible federal or private student loans—up to $35,000 per year of service, or up to one‑third of the loan balance if the total loan is under $105,000.
  • The program also provides a tax‑liability reimbursement of up to 39 % of the loan‑repayment amount paid in a given year.
  • Funding is authorized at $100 million for FY 2020 and $75 million for each fiscal year 2021‑2025.
