This bill lets the Secretary of the Army, acting through the Chief of Engineers, transfer certain federal land in Massac County, Illinois—specifically land linked to Ohio River Lock and Dam 52—to the Massac‑Metropolis Port District at no cost. The transfer requires a proper survey, uses a quit‑claim deed, and does not charge the district for administrative expenses. The Army can impose conditions it finds necessary, and standard federal screening requirements are waived; if the district declines, the land can be disposed of under existing environmental statutes.

Key Provisions

  • The Secretary of the Army, through the Chief of Engineers, can give the Massac‑Metropolis Port District ownership of any U.S. real property north of the Ohio River’s south bank in Massac County, Illinois, that is tied to Lock and Dam 52, without requiring payment.
  • The transfer must be done with a quit‑claim deed after a survey confirms the exact acreage and legal description; the Army cannot charge the district for survey or other administrative costs.
  • The Army may add extra terms it deems necessary to protect U.S. interests, and the usual federal screening rules (10 U.S.C. § 2696) do not apply to this conveyance.
  • If the port district refuses the property, the Army can dispose of it under the environmental disposal provisions of 40 U.S.C. § 5‑III.
