The Protect Rural Renters Act of 2020 creates a $700 million rental‑assistance program for tenants living in multifamily housing projects that were financed by the U.S. Department of Agriculture. The money is available for the 2020 fiscal year through September 30, 2021 and is aimed at low‑income households in rural areas.

Key Provisions

  • Appropriates up to $700 million for FY 2020, with $25 million earmarked for additional rural housing vouchers for low‑income households in properties that have a Section 515 loan prepaid after 9/30/2005 or matured after 9/30/2019.
  • The remaining funds are used for new or renewed rural rental‑assistance agreements under the Housing Act, both to supplement assistance for households already receiving aid and to provide aid to eligible households not yet receiving it.
  • Amends the Multi‑Family Housing Revitalization Program Account in the 2020 Consolidated Appropriations Act by removing a specific voucher‑amount provision.
