Responsible Path to Full Obamacare Repeal Act

Sponsored by Andy BiggsRep. Andy Biggs (R-AZ)
Introduced January 3, 2019

AI-Generated Summary

Updated April 13, 2026 at 11:44 PM UTC

The Responsible Path to Full Obamacare Repeal Act would completely overturn the Patient Protection and Affordable Care Act (ACA) and the Health Care and Education Reconciliation Act of 2010. It sets October 1, 2019 as the date those laws would cease to be effective, and it restores any statutes that were changed or eliminated by those two laws as if they had never been passed. The repeal would affect the entire U.S. health‑care system, including individual and employer health‑insurance markets, Medicaid, Medicare subsidies, and other programs created by the ACA.

Key Provisions

  • Repeals the ACA (Public Law 111‑148) effective October 1, 2019.
  • Repeals the Health Care and Education Reconciliation Act of 2010 (Public Law 111‑152) effective the same date.
  • Restores all prior legal provisions that were amended or repealed by the ACA and the 2010 reconciliation act, treating those laws as never having been enacted.
