This resolution sets the procedural steps for the House to consider H.R. 840, a bill that would require the VA to provide child‑care assistance to certain veterans. It streamlines the debate and amendment process, adopts a separate resolution funding two select committees, and permits motions to suspend the rules for a limited time.

Key Provisions

  • Lets the Speaker move H.R. 840 (which would let the VA provide child‑care help to veterans getting certain medical services) to the Committee of the Whole, skipping the first reading and waiving points of order against it.
  • Limits general debate on the bill to one hour, split evenly between the chair and the ranking minority member of the Veterans’ Affairs Committee, and then allows five‑minute‑rule amendments.
  • Adopts House Resolution 86, which sets the expense amounts for the Select Committee on the Climate Crisis and the Select Committee on the Modernization of Congress.
  • Allows the Speaker, through Feb. 15, 2019, to consider motions to suspend the House rules, after consulting the Minority Leader.
