H.Res. 1060 is a procedural resolution that tells the House how to consider the FY 2021 appropriations bill for the State Department and foreign operations (H.R. 7608). It waives normal points of order, adopts a substitute rule from the Rules Committee, and sets limits on debate and amendment procedures for that appropriations bill.

Key Provisions

  • All points of order against considering H.R. 7608 are waived.
  • An amendment in the nature of a substitute (the Rules Committee print) is automatically adopted, and the bill as amended is considered read.
  • Debate on the bill is limited to one hour, split equally between the chair and the ranking minority member of the Appropriations Committee.
  • Further amendments listed in the Rules Committee report may be offered only by designated members, are considered read, have a set debate time, cannot be amended further, and are not subject to a division of the question.
  • Amendments en bloc (grouped amendments) can be offered after the initial debate, are read, have 30 minutes of debate equally divided, and also cannot be amended or divided.
  • Points of order against those further and en‑bloc amendments are waived.
  • During amendment consideration, it is prohibited to propose an amendment that simultaneously decreases an appropriation under a specific budget control provision and increases another not under that provision (or vice versa).
