This House resolution sets the procedural rules for considering H.R. 8015, a bill aimed at keeping postal services prompt and reliable during the COVID‑19 emergency. It waives all points of order that would normally block the bill, allows it to be read and debated quickly, and limits debate to two hours with a single chance to send the bill back for changes.

Key Provisions

  • Waives all points of order against considering H.R. 8015, so no procedural objections can stop it.
  • Adopts an amendment in the nature of a substitute that incorporates the Rules Committee’s text as modified.
  • Limits debate on the bill (as amended) to two hours, split evenly between the chair and the ranking minority member of the Oversight and Reform Committee.
  • Allows only one motion to recommit the bill, with or without instructions.
  • Orders the bill to be considered for final passage without any other intervening motions.
