This House resolution establishes the procedural rules for bringing three pending measures to the floor: a grant program for energy storage and microgrids, a securities‑law amendment requiring disclosures about the Xinjiang region, and a continuing appropriations bill for FY 2021. It waives normal points of order, limits debate time, and restricts additional amendments so the bills can be voted on quickly.

Key Provisions

  • Waives all points of order against considering three separate bills: H.R. 4447 (energy storage and microgrid grants), H.R. 6270 (requires companies to disclose ties to Xinjiang), and H.R. 8319 (continuing appropriations for FY 2021).
  • Sets limited debate time for each bill (90 minutes for H.R. 4447; one hour each for H.R. 6270 and H.R. 8319) with equal speaking time for the chair and ranking minority member of the relevant committees.
  • Restricts further amendments: specifies which amendments can be offered, how they are debated, and that they cannot be further amended or divided.
  • Allows each bill to be considered as read and moved directly to final passage, except for the allotted debate and a single motion to recommit.
