H.Res. 1164 is a procedural measure that lets the House consider two separate resolutions: one that condemns unwanted, unnecessary medical procedures performed without full, informed consent, and another that condemns the QAnon conspiracy movement. The resolution sets the rules for how each will be debated and adopted, allowing them to be considered without any point‑of‑order objections.

Key Provisions

  • Allows the House to consider H.Res. 1153 (condemning non‑consensual medical procedures) without any point of order, treating it as read and limiting debate to one hour split evenly between the chair and the ranking minority member of the Judiciary Committee.
  • Allows the House to consider H.Res. 1154 (condemning QAnon and its conspiracy theories) under the same procedural conditions—no point of order, read as presented, and a one‑hour, equally divided debate.
