This House resolution sets the procedural rules for the House to consider and vote on a joint resolution that would terminate the national emergency declared by the President on February 15, 2019. It removes normal procedural hurdles, limits debate time, and suspends a specific legal restriction (Section 202 of the National Emergencies Act) for this action, affecting how the emergency can be ended during the 116th Congress.

Key Provisions

  • Waives all points of order so the House can consider the joint resolution (H.J. Res. 46) that would end the national emergency declared on February 15, 2019.
  • Treats the joint resolution as already read, allowing it to move straight to debate and vote.
  • Limits debate to a total of one hour, split evenly between the chair and the ranking minority member of the Transportation and Infrastructure Committee, and permits only one motion to recommit.
  • Specifies that Section 202 of the National Emergencies Act will not apply to the joint resolution that terminates the emergency during the remainder of the 116th Congress.
