This House resolution sets the procedural rules for bringing H.R. 1585, which would reauthorize the Violence Against Women Act of 1994, to the floor. It lets the Speaker move the bill to the Committee of the Whole, waives normal procedural hurdles, limits debate time, and outlines how amendments can be offered and voted on. The rules apply to all members of the House during the bill’s consideration.

Key Provisions

  • Allows the Speaker to move H.R. 1585 (the Violence Against Women Act reauthorization) to the Committee of the Whole for consideration.
  • Waives the first reading of the bill and any points of order against its consideration.
  • Limits general debate on the bill to one hour, split equally between the chair and the ranking minority member of the Judiciary Committee.
  • After debate, permits amendment under the five‑minute rule.
  • Authorizes a specific substitute amendment (from Rules Committee Print 116‑9) to be treated as the original bill text, with all points of order waived.
  • Restricts further amendments to those listed in part B of the Rules Committee report, specifying who may offer them, their debate time, and prohibiting additional amendment or division of the question.
  • Allows any member to demand a separate vote on any adopted amendment and sets the final passage procedure, permitting only a motion to recommit.
