House Resolution 519 is a procedural measure that clears the way for the House to consider two pending bills. It waives all points of order and sets limited debate time for H.R. 3877, which would amend the 1985 Balanced Budget Act, set a budget for FY 2020‑2021, and temporarily suspend the debt ceiling. It also waives procedural hurdles for H.R. 549, which would designate Venezuela for temporary protected status under the Immigration and Nationality Act. Finally, the resolution removes a two‑thirds vote requirement for a Rules Committee report on July 26, 2019.

Key Provisions

  • All points of order are waived for consideration of H.R. 3877, allowing it to be read and debated with a one‑hour limit split evenly between the Budget Committee chair and ranking minority member, and permitting only one motion to recommit.
  • All points of order are waived for H.R. 549, which is read as amended; debate is limited to 30 minutes split evenly between the Judiciary Committee chair and ranking minority member, with only one motion to recommit allowed.
  • The requirement for a two‑thirds vote to consider a Rules Committee report on the same day it is presented (clause 6(a) of rule XIII) is waived for any resolution reported through the legislative day of July 26, 2019.
