H.Res. 548 is a procedural resolution that gives the House a fast‑track way to consider three separate pieces of legislation: one to permanently extend a Gulf of Mexico leasing moratorium, one to repeal the Arctic National Wildlife Refuge oil and gas program, and one to bar the Interior Secretary from including certain offshore areas in leasing plans. It waives procedural objections, caps debate time, and outlines how amendments can be offered, allowing the bills to move quickly through the Committee of the Whole.

Key Provisions

  • Lets the Speaker move the House into a Committee of the Whole to consider H.R. 205 (extending the Gulf of Mexico leasing moratorium), H.R. 1146 (repealing the Arctic Refuge oil and gas program), and H.R. 1941 (blocking certain offshore leasing areas).
  • Waives any points of order that would normally block discussion of those bills.
  • Limits general debate on each bill to one hour, split evenly between the majority and minority leaders of the Natural Resources Committee.
  • Sets a five‑minute rule for amendments and allows a specific substitute amendment (taken from a Rules Committee print) to be automatically adopted as the bill’s text.
  • Restricts any further amendments to those listed in the Rules Committee report and requires them to be offered in a set order by designated members.
