This House resolution sets the procedural rules for the House to consider two separate bills—H.R. 1815, which wouldrequire the SEC to test disclosures with retail investors, and H.R. 3624, which would require public companies to disclose the total number of domestic and foreign employees. It lets the Speaker move the House into a Committee of the Whole, waives points of order, and defines how debate and amendments will be handled.

Key Provisions

  • Allows the Speaker to declare the House resolved into the Committee of the Whole for consideration of H.R. 1815 and H.R. 3624, dispensing with the first reading of each bill.
  • Waives all points of order against consideration of the bills and their amendments.
  • Limits general debate to one hour, split equally between the chair and the ranking minority member of the Committee on Financial Services.
  • Sets a five‑minute rule for amendment consideration and specifies further amendment procedures as outlined in the Rules Committee report.
  • Provides that final passage can occur without intervening motions, except for a motion to recommit.
