This House resolution lets the Speaker put the House into a Committee of the Whole to consider three specific bills—one about wilderness designations in Colorado, one protecting the Grand Canyon watershed in Arizona, and one withdrawing federal land in New Mexico. It waives normal procedural objections, limits debate to one hour, and sets out how amendments can be offered. The resolution also creates a short adjournment period from Nov. 1 to Nov. 11, 2019, and clarifies that those days don’t count as legislative days.

Key Provisions

  • Speaker may declare the House into the Committee of the Whole for each of the three bills, dispense with the first reading, and waive points of order against their consideration.
  • Debate on each bill is limited to one hour, split equally between the chair and the ranking minority member of the Natural Resources Committee.
  • Amendments are allowed only as specified in the accompanying Rules Committee report, with set time limits and no further amendment unless listed.
  • After debate, the Committee reports the bill (as amended) back to the House for final passage, with only a motion to recommit allowed.
  • Sets a special adjournment period from Nov 1‑Nov 11, 2019, approves the previous day’s journal, lets the Chair set the adjournment time, and appoints members to act as Chair during that period.
  • Specifies that each day in the adjournment period does not count as a calendar or legislative day for procedural rules.
