H.Res. 767 directs the House to move straight to voting on the impeachment resolution (H.Res. 755) against President Donald J. Trump. It removes normal procedural obstacles, sets limited debate time, and outlines who may be present during the proceedings. The resolution also prepares the House to appoint managers for a Senate impeachment trial once the impeachment vote passes.

Key Provisions

  • Orders the House to consider H.Res. 755 immediately, without any point‑of‑order objections.
  • Limits debate on the impeachment resolution to six hours, split evenly between the Judiciary Committee chair and the ranking minority member.
  • Requires the vote on the impeachment resolution to be split between the two articles of impeachment.
  • Restricts access to the House floor and adjoining rooms during the impeachment debate to members of Congress, delegates, the President and Vice President, and others designated by the Speaker.
  • After the impeachment vote, allows the House to promptly appoint managers for the Senate trial, with a brief 10‑minute debate.
  • Prohibits any other impeachment‑related resolutions from receiving privileged consideration for the rest of the 116th Congress.
