This House resolution sets the procedural rules for the House to consider H.R. 5377, a bill that would change the limit on the deduction of state and local taxes. It waives any points of order against the bill, treats the Ways and Means Committee’s substitute amendment as already adopted, and limits debate to one hour split evenly between the majority and minority. The resolution also allows a motion to recommit the bill.

Key Provisions

  • Waives all points of order that would normally block consideration of H.R. 5377.
  • Treats the Committee on Ways and Means’ substitute amendment as adopted and the bill as read.
  • Limits debate on the bill to one hour, divided equally between the chair and the ranking minority member of the Ways and Means Committee.
  • Permits a motion to recommit the bill with or without instructions.
