H.Res. 781 is a House resolution that clears the way for the House to consider a concurrent resolution (H. Con. Res. 83) directing the President, under the War Powers Resolution, to end the use of U.S. armed forces in hostilities involving Iran. It removes procedural obstacles, limits debate time, and temporarily suspends a specific war‑powers provision for any Iran‑related measure during the remainder of the 116th Congress.

Key Provisions

  • Allows the House to consider H. Con. Res. 83, which would order the President to terminate U.S. military involvement against Iran.
  • Waives all points of order against the consideration and provisions of the concurrent resolution.
  • Limits debate on the concurrent resolution to two hours, split evenly and controlled by the chair and ranking minority member of the House Foreign Affairs Committee.
  • Specifies that Section 7 of the War Powers Resolution does not apply to any measure concerning Iran for the rest of the 116th Congress.
