This House resolution sets special procedural rules so the chamber can quickly consider three separate measures: a resolution condemning the Trump administration’s actions on Medicaid, a bill to amend major labor laws, and a bill providing emergency supplemental funding for FY 2020. It waives normal points of order, skips first readings, and caps debate time, while prescribing exactly which amendments may be offered.

Key Provisions

  • Allows the House to consider the Medicaid disapproval resolution (H.Res. 826) immediately, waiving any points of order and limiting debate to one hour split evenly between the Energy and Commerce chair and ranking minority member.
  • Lets the Speaker move the labor‑law amendment bill (H.R. 2474) to the Committee of the Whole, dispensing with a first reading, waiving points of order, and restricting debate to one hour split between the Education and Labor chair and ranking minority member. It also sets a strict amendment process, allowing only those amendments listed in the Rules Committee report.
  • Permits the Speaker to bring the emergency supplemental appropriations bill (H.R. 5687) to the Committee of the Whole, also skipping the first reading, waiving points of order, and limiting debate to one hour split between the Appropriations chair and ranking minority member, with amendment options limited to those in the Rules Committee report.
