This House resolution sets the rules for bringing two separate measures to the floor: H.R. 2546, which would add certain Colorado lands to the National Wilderness Preservation System, and H.J. Res. 79, which would remove the deadline for ratifying the Equal Rights Amendment. It waives normal points of order, limits debate time, and outlines how amendments can be offered. The resolution also adopts H.Res. 842 and handles routine journal approval and adjournment procedures for a short period in February 2020.

Key Provisions

  • Allows the Speaker to move H.R. 2546 to the Committee of the Whole, skip the first reading, waive all points of order, and limit general debate to one hour split evenly between the Natural Resources Committee chair and ranking minority member.
  • Sets a five‑minute rule for amendments to H.R. 2546 and specifies that only certain pre‑printed amendments may be considered thereafter, with all points of order waived.
  • Permits the House to consider H.J. Res. 79 (removing the ERA ratification deadline) with waived points of order, one hour of debate split evenly between the Judiciary Committee chair and ranking minority member, and one motion to recommit allowed.
  • Formally adopts House Resolution 842.
  • Approves the previous day’s journal and gives the Chair authority to adjourn the House between Feb. 14‑24, 2020, and to appoint members to act as Chair during that time.

At the conclusion of consideration of the bill for amendment the Committee shall rise and report the bill, as amended, to the House with such further amendments as may have been adopted. The previous question shall be considered as ordered on the bill, as amended, and on any further amendment thereto to final passage without intervening motion except one motion to recommit with or without instructions.
