This House resolution sets the procedural rules for debating and voting on H.R. 2339, a bill that would change the Federal Food, Drug, and Cosmetic Act to regulate the sale and marketing of tobacco products. It removes normal procedural obstacles, defines the exact text to be considered, limits debate time, and restricts further motions, thereby streamlining the bill’s passage in the House.

Key Provisions

  • Waives any points of order that would normally block the House from considering H.R. 2339, which would amend the Federal Food, Drug, and Cosmetic Act regarding tobacco product sales and marketing.
  • Specifies that the amended version of H.R. 2339 (using the Rules Committee Print 116‑51 as modified by the Rules Committee report) will be treated as read and considered.
  • Limits debate on the bill to 90 minutes, split equally between the chairs and ranking minority members of the Energy and Commerce Committee and the Ways and Means Committee.
  • Allows only one motion to recommit (with or without instructions) before the bill can be passed without further motions.
