Protecting Affordable Mortgages for Veterans Act of 2019

Introduced June 5, 2019

AI-Generated Summary

Updated April 14, 2026 at 5:59 AM UTC

The Protecting Affordable Mortgages for Veterans Act of 2019 updates the rules that determine when a veteran can refinance a VA home loan. It clarifies the timing requirements—six straight monthly payments and a 210‑day waiting period—so borrowers know when they’re eligible. The bill also makes a minor amendment to Ginnie Mae’s regulations and confirms it does not affect Ginnie Mae’s authority. The changes mainly affect veterans with VA loans and lenders handling those refinances.

Key Provisions

  • Amends the National Housing Act provision for Ginnie Mae securities by removing a specific sentence (the exact effect isn’t detailed in the text).
  • Changes the language in the veterans’ loan statute to refer to a loan that “is a refinance” rather than “is refinanced.”
  • Sets two clear “seasoning” requirements for a veteran to refinance a VA loan: the borrower must have made at least six consecutive monthly payments on the original loan, and at least 210 days must have passed since the first payment due date of that original loan.
  • Adds a rule stating the bill does not limit or change the powers of the Government National Mortgage Association (Ginnie Mae).
