The bill lets U.S. territories—American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands—provide and place statues of their notable citizens in the Capitol’s Statuary Hall, just as the 50 states do. It does this by expanding the legal definition of “State” in the statutes that govern statue placement and by defining “citizen” to include U.S. nationals. The change affects the territories and the collection of statues in the Capitol.

Key Provisions

  • Amends 2 U.S.C. 2131 to add a sentence that expands the term “State” to include American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands, and defines “citizen” to include a national of the United States.
  • Amends 2 U.S.C. 2132 (Legislative Branch Appropriations Act) to similarly expand the term “State” to include those five territories for procedures related to replacing statues.
