The resolution creates a procedural rule that blocks the House from considering any bill, joint resolution, amendment, or conference report that changes Department of Veterans Affairs mortgage loan fees if the change produces cost‑incurring effects and isn’t directly tied to veterans’ housing benefits or the actuarial health of the loan program. It applies to any legislation affecting VA mortgage loan fees and uses existing PAYGO definitions for budgetary terms. The rule is intended to limit new fee‑related measures that could increase costs without clear benefit to veterans.

Key Provisions

  • Establishes a point of order making it out of order to consider any measure that alters VA mortgage loan fees and results in budgetary costs unless the changes are related to veterans’ housing benefits or the actuarial soundness of the loan program.
  • Specifies that the budgetary terms “costs,” “savings,” and “budgetary effects” are defined according to the Statutory Pay‑As‑You‑Go Act of 2010.
