H.Res. 838 is a House resolution that clears the way for the House to consider three separate bills—H.R. 5314 (aimed at protecting democracy and election integrity), S. 1605 (designating a National Pulse Memorial in Orlando), and S. 610 (addressing behavioral health for health‑care professionals). It waives points of order, sets specific debate limits, and outlines amendment procedures for each measure. The resolution also lets the Speaker entertain motions to suspend the rules for multiple measures under certain conditions.

Key Provisions

  • Waives all points of order and allows immediate consideration of H.R. 5314, with one hour of equally divided debate and limited amendment opportunities before final passage.
  • Waives points of order for S. 1605, sets one hour of debate and a single motion to commit before final passage.
  • Waives points of order for S. 610, also providing one hour of debate and a motion to commit before final passage.
  • Authorizes the Speaker, upon request, to entertain motions to suspend the rules for multiple measures, effectively resetting pending motions to suspend the rules on those measures.
