Driftnet Modernization and Bycatch Reduction Act

Introduced February 8, 2021

AI-Generated Summary

Updated February 7, 2026 at 10:27 PM UTC

The Driftnet Modernization and Bycatch Reduction Act updates U.S. fisheries law to curb large‑scale driftnet fishing in the exclusive economic zone. It adds a definition for nets with mesh sizes of 14 inches or larger, declares the need to phase out such nets, and creates a five‑year transition program that offers grants to driftnet permit holders who surrender their permits, dispose of gear, or buy alternative gear. The bill also allows fees from charter vessels guiding halibut anglers to fund halibut management and research.

Key Provisions

  • Amends the Magnuson‑Stevens Act definition to include nets with a mesh size of 14 inches or greater.
  • Adds findings and policy statements that large‑scale driftnet fishing causes significant bycatch and should be phased out in favor of gear that minimizes incidental catch.
  • Establishes a five‑year transition program that provides grants to eligible driftnet permit holders to surrender permits, forfeit gear, or purchase alternative low‑bycatch gear.
  • Creates an exception allowing nets under 2.5 km in length and with mesh ≥14 inches if used within five years of enactment.
  • Authorizes the North Pacific Fishery Management Council to collect fees from charter vessel operators guiding recreational halibut anglers, with proceeds used for administrative costs, quota purchases, halibut conservation, and promotion.
