Introduced January 21, 2021

AI-Generated Summary

Updated February 7, 2026 at 9:27 PM UTC

The Driftnet Modernization and Bycatch Reduction Act aims to improve management of driftnet fishing by phasing out large‑scale driftnet operations in the U.S. exclusive economic zone and reducing incidental catch of marine species. It targets commercial driftnet permit holders, the fishing industry, and marine wildlife, and includes a grant program to help fishers transition to alternative gear. The bill also sets up a small fee system to support halibut conservation efforts.

Key Provisions

  • Amends the Magnuson‑Stevens Act definition of driftnet to include a mesh size of 14 inches or greater.
  • Adds findings and policy language that prioritize ending large‑scale driftnet fishing in the EEZ and promote gear that minimizes bycatch.
  • Creates a five‑year transition program that offers grants to driftnet permit holders to surrender permits, forfeit gear, or purchase alternative low‑bycatch gear, with permanent revocation of driftnet permits.
  • Provides a narrow exception for driftnet operations using nets under 2.5 km in length and mesh 14 inches or larger, limited to the first five years after enactment.
  • Authorizes the North Pacific Fishery Management Council to recommend, and the Secretary of Commerce to approve, fees on charter vessels guiding recreational halibut anglers, with revenues earmarked for halibut management, research, and quota purchases.
