  • The report must assess digital security, national‑security, and economic opportunities of the proposed cable.
  • It must examine the lifespan and security of existing cables between the U.S. Virgin Islands and the mainland, and the readiness of Virgin Islands telecom infrastructure for a new cable.
  • It should evaluate potential partnerships with trusted entities, geopolitical and economic benefits, and connectivity opportunities for U.S. investments.
  • The report must consider the feasibility of a data center and high‑security cloud facility in the Virgin Islands to support U.S. Africa Command, Special Operations Command, and other national‑security communications.
