Introduced July 27, 2023

Updated January 20, 2026 at 10:45 AM UTC

The Local 9‑8‑8 Response Act of 2023 updates the Communications Act to make the national suicide‑prevention hotline (9‑8‑8) more reachable. It requires the FCC to set rules so calls, texts and chats to 9‑8‑8 are routed to the nearest crisis center while protecting callers’ exact location. The changes affect people who contact 9‑8‑8, crisis‑center operators, commercial mobile carriers, and owners of multi‑line telephone systems.

Key Provisions

  • The FCC must issue regulations within 90 days to route every 9‑8‑8 call, text or chat to the closest participating crisis center, without revealing the caller’s precise location.
  • The FCC must also require all commercial mobile carriers to transmit every 9‑8‑8 call and text, even from phones that aren’t fully activated, within 90 days.
  • Section 721 of the Communications Act is amended to add “and 9‑8‑8” to the rules for multi‑line telephone systems, applying two years after enactment, with an exemption for older systems that cannot be upgraded without new hardware or software.
