The bill amends Title 40 of the U.S. Code to set a five‑year expiration for committee resolutions that authorize leases or construction, alteration, repair, design, or acquisition projects unless the lease is awarded or the project is started within that period. The rule applies only to resolutions approved after the amendment takes effect. It affects projects overseen by the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works.
