Introduced February 1, 2024

The Dennis John Benigno Traumatic Brain Injury Program Reauthorization Act of 2024 renews federal support for the traumatic brain injury (TBI) program for fiscal years 2025 through 2029. It updates grant funding rules, refines the definition of TBI, and orders a study on whether brain injury should be treated as a chronic condition. The changes affect state health agencies that receive TBI grants, the Department of Health and Human Services, and ultimately individuals living with TBI.

Key Provisions

  • Extends the TBI program’s authorization and reporting periods to fiscal years 2025‑2029.
  • Reduces the required state matching contribution for TBI grants from $1 per $2 of federal funds to $0.50 per $2 for FY 2025 and later.
  • Updates the legal definition of “traumatic brain injury” to exclude congenital, degenerative disorders and birth trauma, and to include injuries from anoxia, toxicity, surgery, or non‑age‑related vascular issues; allows the HHS Secretary to revise the definition after consulting states and other stakeholders.
  • Directs the CDC, through HHS, to examine the evidence for designating brain injury as a chronic condition and to submit a report to Congress and post it publicly within two years of enactment.
