This House resolution sets the procedural rules for bringing two separate bills to the floor: H.R. 8580, which funds military construction and veterans’ programs for FY 2025, and H.R. 8282, which would impose sanctions on the International Criminal Court for actions against U.S. protected persons. It allows the Speaker to declare the House in the Committee of the Whole, waives all points of order, and limits debate and amendment processes for each bill.

Key Provisions

  • Waives all points of order against consideration of both H.R. 8580 and H.R. 8282.
  • Limits general debate on each bill to one hour, split equally between the chair and ranking minority member of the relevant committee.
  • Specifies that after debate, amendments may be offered under the five‑minute rule, with further amendments restricted to those listed in the Rules Committee report or designated en bloc amendments.
  • Allows up to ten pro‑forma amendments by the chair and ranking minority member of the Appropriations Committee for H.R. 8580 to facilitate debate.
  • Sets that after amendment consideration, the Committee reports the bill for final passage, with only a motion to recommit allowed as an intervening motion.
