Introduced June 22, 2023

AI-Generated Summary

Updated January 20, 2026 at 9:17 AM UTC

The Smoke Exposure Crop Insurance Act of 2023 amends the Federal Crop Insurance Act to direct the USDA’s Risk Management Agency to study and develop a crop insurance policy that covers wine grapes damaged by wildfire smoke. The bill focuses on wine grape growers in California, Oregon, and Washington, aiming to provide a new insurance option for losses that are hard to detect before harvest.

Key Provisions

  • Within one year of enactment, the agency must conduct or contract for research on a smoke‑exposure insurance policy for wine grapes.
  • If the research meets certain criteria, the agency must make the new policy available within 18 months of the law’s passage.
  • Within two years, the agency must report to the House and Senate agriculture and appropriations committees on the research results, describe the new policy, and assess whether growers could claim indemnity based on post‑harvest testing that shows smoke damage not visible before harvest.
