Equal COLA Act

Introduced November 1, 2023

AI-Generated Summary

Updated January 20, 2026 at 12:39 PM UTC

The Equal COLA Act changes the law so that retirees under the Federal Employees Retirement System (FERS) receive the same cost‑of‑living adjustment (COLA) as those under the Civil Service Retirement System (CSRS). It updates the formula for calculating the COLA on FERS annuities and makes the change apply to all affected annuities, whether they began before or after the law takes effect. The bill affects current and future federal retirees receiving FERS annuities.

Key Provisions

  • Amends the COLA provision (Section 8462(b)(1) of Title 5) to increase each FERS annuity each December by the percent change in the price index for the base quarter compared to the previous year, rounded to the nearest one‑tenth of one percent.
  • Specifies that the new COLA rule applies to any cost‑of‑living adjustment made after the law’s enactment and to all FERS annuities, regardless of when they started.
