Local 9–8–8 Response Act of 2023

Introduced December 7, 2023

AI-Generated Summary

Updated January 20, 2026 at 1:31 PM UTC

The Local 9‑8‑8 Response Act of 2023 amends the Communications Act to make the national suicide‑prevention hotline more accessible. It directs the FCC to require that 9‑8‑8 calls and texts be routed to the nearest participating crisis center while protecting callers’ exact location. It also obligates mobile carriers to forward every 9‑8‑8 call or text, even from phones without service activation, and updates emergency‑phone system rules to include 9‑8‑8 dialing.

Key Provisions

  • The FCC must begin rulemaking within one year to ensure 9‑8‑8 calls and texts are routed to the nearest crisis center, with final rules issued within 180 days.
  • Regulations must protect privacy by not revealing the caller’s precise location, while still providing enough geographic detail for proper routing.
  • The FCC must issue rules within 270 days requiring all commercial mobile providers to transmit every 9‑8‑8 call and text, including those from non‑service‑initialized handsets, with providers complying within one year of the rules.
  • Section 721 of the Communications Act is amended to add 9‑8‑8 to multi‑line telephone system direct‑dialing requirements, effective two years after enactment, with an exemption for older systems that cannot be upgraded without hardware or software changes.
