Loggers Economic Assistance and Relief Act

Introduced May 2, 2024

AI-Generated Summary

Updated January 20, 2026 at 4:22 PM UTC

The Loggers Economic Assistance and Relief Act creates a federal payment program for timber harvesting and hauling businesses that suffer a significant loss of revenue after a major disaster. Eligible businesses that lose at least 10% of their gross revenue in a 30‑day period or quarter compared to the same period the prior year can receive a payment equal to 10% of that revenue. The funds, administered by the Secretary of Agriculture through the Farm Service Agency, must be used for operating expenses and are funded at $50 million per year from 2024 through 2028.

Key Provisions

  • Defines “eligible entity” as any timber harvesting or hauling business that operated in the previous calendar year.
  • Triggers payments when a major disaster causes a loss of 10% or more of gross revenue in a 30‑day period or quarter versus the same period last year.
  • Sets payment amount at 10% of the entity’s gross revenue for the affected period.
  • Requires recipients to certify that payments will be used only for operating expenses.
  • Mandates annual reporting to Senate and House agriculture committees of recipients and payment amounts.
  • Allows the Secretary to issue necessary regulations within 30 days, exempting them from standard notice‑and‑comment and paperwork reduction procedures.
  • Appropriates $50 million each fiscal year from 2024 to 2028 to fund the program.
