This concurrent resolution asks the President, under the War Powers Resolution, to end U.S. military involvement in hostilities with Iran. It allows troops to stay only if they are needed to protect the United States or its partners from an immediate threat, and it requires the President to follow the normal War Powers reporting requirements unless a war is formally declared or Congress specifically authorizes force.

Key Provisions

  • Congress tells the President to pull U.S. troops out of any fighting with Iran, except for forces needed to defend the United States or its allies from an imminent attack.
  • The President must still follow the War Powers Resolution’s reporting and consultation rules for any remaining or future use of force.
  • The order does not apply if a formal declaration of war or a specific congressional authorization for force against Iran is in place.
