The Lifelong Learning Act amends the Workforce Innovation and Opportunity Act to give states more flexibility in running incumbent worker training programs. It changes how much funding must be set aside for these programs, adds new reporting requirements on program performance, and lets local boards serve as one‑stop service operators if approved by state officials.

Key Provisions

  • Increases the required reservation of funds for incumbent worker training from 20% to 30% and from 10% to 15% in the relevant sections of the law.
  • Requires states to report additional outcome data for incumbent worker training, including performance indicators that will be used by the State, the Secretary of Labor, and the Secretary of Education to adjust adult and dislocated worker program standards.
  • Allows a local board, with approval from the chief elected official and the governor, to act as a one‑stop operator, provided it signs a written agreement outlining conflict‑of‑interest safeguards and complies with federal and state conflict‑of‑interest policies.
