Introduced September 3, 2026

AI-Generated Summary

Updated September 4, 2026 at 9:11 AM UTC

The Rural Broadband Modernization Act updates the USDA’s ReConnect program so that rural communities can receive loan or grant assistance regardless of the technology used to deliver broadband. It sets a minimum service speed of 100 Mbps downstream and 20 Mbps upstream for eligible projects and adds new reporting requirements. The changes affect applicants for ReConnect funding, the USDA Secretary of Agriculture, and the public who will see the reports.

Key Provisions

  • Requires any ReConnect‑eligible project to provide at least 100 Mbps downstream and 20 Mbps upstream speeds.
  • Prohibits denial or lower preference of loan or grant applications based on the type of technology, including terrestrial, non‑terrestrial, or low‑Earth‑orbit satellite systems.
  • Mandates that within 30 days of an award, the Secretary must publish a report showing how many locations will be served and what technology will be used.
  • Requires a post‑completion report on the amount of assistance disbursed and the number of locations that received broadband service.
  • Orders the Secretary of Agriculture to issue final regulations to implement these changes within 180 days of enactment.
