Guam-Federal Consultation Act

Introduced September 16, 2026

AI-Generated Summary

Updated September 22, 2026 at 5:47 AM UTC

The Guam‑Federal Consultation Act adds a new requirement to the Organic Act of Guam that the President and Guam’s Governor must regularly consult on issues affecting their relationship. It also creates a process for designated representatives from both governments to meet at least every five years, and before the end of any multi‑year federal aid program, to discuss and report on those issues to Congress. The goal is to ensure ongoing dialogue and coordinated planning for federal assistance to Guam.

Key Provisions

  • Mandates regular consultation between the President and Guam’s Governor on all matters affecting U.S.–Guam relations.
  • Requires that, at the request of either side and at least once every five years, specially designated representatives from the U.S. and Guam meet to discuss identified issues and submit a report with recommendations to Congress within 180 days.
  • Calls for a meeting at least one year before any existing multi‑year federal financial assistance to Guam expires, so representatives can advise Congress and the President on future aid.
  • Defines “designated special representative” for the U.S. as a federal employee or special government employee chosen by the President, and for Guam as a person jointly chosen by the Governor and the Legislature’s Speaker, including Guam’s congressional delegate.
