The RAISE Act of 2026 amends the 2014 Agricultural Act to create a new emergency assistance program for producers of high‑value crops, such as citrus. It lets the USDA Secretary provide payments to farmers who suffer revenue, quality, or production losses from natural disasters. The assistance would be delivered to states and territories through block grants, helping them support affected growers.

Key Provisions

  • Allows the USDA Secretary to fund payments to high‑value crop producers for losses caused by drought, wildfire, hurricane, flood, derecho, extreme heat, tornado, winter storm, freeze, smoke exposure, or excess moisture.
  • Authorizes the program to be administered via block grants to states and U.S. territories, giving them flexibility to distribute aid to eligible farmers.
