The Veterans Outdoor Rehabilitation Act would require the Department of Veterans Affairs to set up a grant program that gives state veteran agencies at least $200,000 each year to create or expand organized outdoor recreation activities for veterans. The goal is to improve veterans’ mental and physical health by making nature‑based programs more available and affordable. The program also calls for coordination with federal land‑management agencies and regular reporting on participation and outcomes.

Key Provisions

  • State veteran agencies (the “covered State entities”) can receive grants of at least $200,000 annually to develop, run, or expand structured outdoor recreation programs for veterans.
  • Grant funds may be used for program development, hiring local outfitters or nonprofits, forming partnerships, covering equipment, fees, transportation, outreach, and expanding existing programs.
  • The Secretary must encourage collaboration with federal land‑management agencies (e.g., National Park Service, Forest Service) and coordination among states to broaden access.
  • Applicants must submit a plan, partner‑selection criteria, certification of program standards, and data‑collection methods.
  • Recipients must report each year on participation numbers, activity types, veteran demographics, and self‑reported wellness impacts.
  • Up to $10 million is authorized each fiscal year for the grant program.
